MEF presents capacity building experience for public investment in ecosystem services and climate risk management

  • Responding to the problems and new challenges posed by climate change to regional development, the General Directorate of Public Investment of the Ministry of Economy and Finance with the support of the Climate Change Adaptation Plan PACC Peru, the Andean Forests Program and Cesal, between July 2015 and May 2016, developed the Specialization Course “Identification, formulation and evaluation of public investment projects, incorporating risk management in a context of climate change” in the Cusco and Apurimac regions, with an emphasis on ecosystem services and irrigation projects.

    The course consisted of 7 training modules that addressed disaster risk management, climate change, ecosystem services and biodiversity, as well as concepts and methodologies specific to the formulation and evaluation of public investment projects. The course culminated in the support of 13 public investment projects, which were delivered to the regional authorities and represent an estimated investment of S/. 68’627,622.04.

    The systematization document “Strengthening capacities for public investment in ecosystems and ecosystem services incorporating risk management in a context of climate change,” is presented with the aim of identifying the lessons learned for future similar experiences and disseminating its content through an official publication, contributing to the conceptual discussion on the development of these projects under a comprehensive and territorial approach and incorporating risk management in a context of climate change.

    It should be noted that the Ministry of Economy and Finance, in a strategic alliance with the Climate Change Adaptation Program –PACC Peru, the Andean Forests Program and the Swiss Agency for Development and Cooperation (SDC), are working collaboratively on capacity development in the different levels of government, to achieve sustainable development, reduce vulnerability and develop conditions for adaptation to climate change.
